Lourdes joined IEG in 2014. She has recently completed a Country Program Evaluation of Bangladesh, and previously five project evaluations on Rwanda, Tanzania, Bangladesh, and Croatia. Until 2020, Lourdes coordinated the validation of two micro products: the Implementation Completion and Results Reports (ICRRs), and Country Completion, and Learning reviews (CLRRs).

Prior to IEG, Lourdes worked at World Bank’s policy (OPCS) and regional operations (including in Sub-Saharan Africa, Middle East and Northern Africa and East Asia and the Pacific). Before joining the World Bank, she worked in post-conflict Cambodia for UNDP and in the Philippines, her home country.

Lourdes has a Ph.D. in Economic Development from the Massachusetts Institute of Technology.

Her areas of expertise include decentralization and inter-governmental fiscal transfer system, economic development, operational policies and procedures, and monitoring and evaluation.
