Theo is the Director of Human Development and Economic Management Department (IEGHE) Independent Evaluation Group. He is responsible for managing a multi-disciplinary team producing high-quality evaluations of World Bank Group programs, projects, country engagements, corporate initiatives and strategies. He was formerly the World Bank Practice Manager for the Macroeconomic, Trade and Investment team, covering thirteen countries in West Africa with macroeconomists working on operations and advisory services to support the development objectives of each country. He has also been an Adviser in the Bank’s Operations, Policy and Country Services Vice Presidency (OPCS), leading on Development Policy Financing (DPF); Lead Economist for the Bank, based in Brussels, covering the Bank’s operations, advisory and analytic work in the EU; and a Senior Public Sector Specialist, in Indonesia, based in Jakarta, and Latin America overseeing institutional reforms in the central finance agencies. He has also been a Senior Economist with the IMF, an economic advisor for the UK government (DFID and UK Debt Management Office), the EIU, and the central bank in PNG. He has worked across every region and in countries of various stages of development.
