As Manager of IEG’s Knowledge and Communication Department, Ms. Barbour provides strategic leadership and oversight of IEG’s knowledge and learning work program, with the goal of ensuring effective learning and knowledge sharing from IEG products. She is also responsible for disseminating IEG evaluation findings to key stakeholders and positioning IEG as the premier source of evaluation knowledge on development issues.  In addition, Ms. Barbour leads IEG’s work on strengthening monitoring and evaluation capacity in client countries, which includes acting as CEO of the Centers for Learning on Evaluation and Results (CLEAR) Initiative. CLEAR is a global M&E capacity development program that brings together academic institutions and donor partners to contribute to the use of evidence in decision making in developing countries.

Since joining the World Bank Group in 2007, Ms. Barbour has held various functions. Prior to her current role, Ms. Barbour was a Lead Knowledge Management Officer at IEG. Between 2009 and 2014, she served as a Program Manager, where she led the World Bank Group communication skills development program.  

Ms. Barbour is a U.S. national,  and holds undergraduate and graduate degrees in Computer Science from Brown University and the University of California, Berkeley.
