IEG is dedicated to enhancing countries' monitoring and evaluation (M&E) systems to promote evidence-based decision-making, improve accountability, and maximize the impact of policies and programs.
IEG leads this work through the Global Evaluation Initiative (GEI), a global partnership established in 2020 by IEG and UNDP’s Independent Evaluation Office (IEO). Through GEI, IEG has collaborated with over 35 global partners, supported more than 40 countries in strengthening their national M&E systems, and trained approximately 18,000 individuals worldwide in M&E practices. GEI also plays a key role in fostering a global M&E movement, advancing evidence-based policymaking, promoting South-South learning, facilitating knowledge exchange, and encouraging the adoption of global best practices

- CLEAR Centers – The Centers for Learning on Evaluation and Results (CLEAR) are regional hubs dedicated to strengthening M&E capacities in developing countries. Located in Asia, Latin America, and Africa, these centers provide technical assistance, training, and advisory services to governments, institutions, and practitioners. As GEI’s implementing partners, they work to establish sustainable, country-led M&E systems that enhance evidence-based decision-making and accountability in public policy.

IEG’s Cooperation on Evaluation Initiatives
IEG actively collaborates with global and institutional partners to enhance evaluation learning and promote best practices in development evaluation:
- Evaluation Cooperation Group (ECG) - Founded in 1996, ECG fosters a harmonized approach to evaluation methodologies within multilateral development banks (MDBs). It connects evaluation leaders and staff to facilitate mutual learning and knowledge sharing.
- OECD-DAC Evaluation Network (EvalNet) - An international forum bringing together evaluation specialists from development cooperation ministries and multilateral institutions. EvalNet plays a pivotal role in shaping international evaluation norms and standards, widely influencing development evaluation practices worldwide.
- Results Measurement and Evaluation Stream (RMES) of the World Bank - Established in 2014, RMES is the first WBG-wide initiative that consolidates expertise, knowledge, and innovative solutions to standardize and enhance results measurement and evaluation across the institution.
