I strongly agree with your point of "If you don't have the ability to know why things are going wrong, you don't react maybe in time and in the right way". Through evaluation we can figure out why things are going wrong and how to make them back on track. Additionally, I would emphasise on integrity of evaluators and to never compromise on telling the truth to management (which will be bitter for them) otherwise the end result wouldn't be as expected. Sounded good, but nevertheless, it was abandoned a few years later. If you don't write recommendations of some kind, your conclusions, issues and lessons need to be so clear that the recommendations become almost self-evident.. Well, if that is the case anyway, why don't you just write the recommendations as well. Here at Asian Development Bank we spend time in consulting with Management on recommendations, going over them line by line to make sure everyone at least understands what we are saying. And this is hard. And also runs the risk of the Board thinking we are cozying up to Management, becoming too understanding of their constraints.
