I believe it works well. I give emphasis to Behavioral change as a core for transformation. After all if individuals are not transformed there will be no institutional transformation. Although I have no evidence, transformation can best be led by transformational leaders. Group behavior may lead to culture. Institution has to have culture for the transforming process and its sustainability. Institutional change comes best with a targeted and sequenced approach. Also, right on the mark with attention to behavior change. This is critical and regularly overlooked in most institutional change efforts; compliance is assumed. Not concerned (only) with effectiveness but with how radical (transformative) change takes place. This would suggest to abandon presently prevailing linear or systemic internvention logic with complex intervention logic. Linking transformation with complexity is not new, I learned a lot from Easterling and Kok, and Geels and others. Their papers are avaialbale on demand. SO the question is, how to define complex implementation logic for better explaining transformative change? There are lot of very complicated proposals available, but I would insist in presenting complex logic in simple (but not oversimplified) way. In the middle between the simple and the chaos. This is where mesoscopic internvention logic can be expressed. Papers available on demand.
