Santiago Tellez Cañas has been with IEG's Methods Advisory Function since 2023 where he provides methodological support on evaluation design, implementation of qualitative and quantitative methods, and on introducing methodological innovations in evaluations. He also co-leads on the implementation of the Foundations of Evaluation Design Curriculum, a capacity building initiative to train evaluators on evaluation design and the key methodological techniques used in IEG's major evaluations. Prior to joining IEG, he taught program evaluation, data analysis and research design at Universidad Externado de Colombia, and advised master students on research projects. He was also a quantitative specialist in Panagora Group for the evaluation of USAID's Youth Resilience Activity in Colombia, and advised other organizations on monitoring, evaluation and data analysis. His research interests encompass evidence-based policymaking, education policy and decentralization. He holds a Master of Public Policy from Brown University and a Ph.D. in Public Policy from The University of Texas at Austin.
