Penelope Jackson is a Manager for the Finance, Private Sector, Infrastructure & Sustainable Development Evaluations unit at the Independent Evaluation Group of the World Bank Group (IEG).

Prior to that, she was Manager for the Quality Assurance and Learning Division of the African Development Bank’s (AfDB) Development Impact and Results Department, where she led an organization-wide overhaul of results planning and self-evaluation, and led the execution of a program of inter-departmental reforms. Prior to that, she was Chief Evaluation Officer at AfDB’s Independent Development Evaluation Department. In addition to leading complex evaluations, she also worked on the AfDB’ Independent Development Evaluation (IDEV) Strategy, Policy and work program. She provided clear vision and leadership that enabled her to secure resources to double the size of her division and expand its mandate explicitly to include learning. Prior to the AfDB, Penny worked at the OECD.
