This panel discussion will unpack what goes into evaluating intangibles, such as learning and knowledge, towards greater development impact. The panel will draw from a recent evaluation by the Independent Evaluation Group (IEG) of how the World Bank fosters knowledge and learning in its operations. The evaluation was guided by the overall question of “how the World Bank can create optimal conditions for learning in and from its financing operations?” The evaluation develops a conceptual framework and methodology geared towards answering the above question; it employs a mixed methods approach that includes case studies, desk reviews, interviews, questionnaires, and quantitative analyses. This comprehensive approach aims to support the World Bank’s efforts to enhance its performance as a "Knowledge Bank," and it offers relevant lessons for other development organizations striving to improve their performance as knowledge organizations.
