Evaluating development interventions in fragile, conflict, and post-disaster contexts presents a unique set of challenges, including complex and overlapping development constraints, security and accessibility issues, inadequate capacity and institutional weaknesses, data reliability and availability, dynamic and unpredictable environments, coordination and collaboration challenges, and the need for cultural and contextual sensitivity, among others. This panel discussion will offer insights from the Independent Evaluation Group (IEG)’s experience of evaluating the World Bank Group’s engagements in Somalia, Papua New Guinea (PNG), and Nepal. The discussion will unpack substantive lessons from the evaluative evidence gathered from the country program evaluation reports and will delve into the challenges of evaluating development effectiveness in fragile, conflict, and violence (FCV) and post-disaster contexts.
